Progress on the Waitohi Ferry Redevelopment Project in Picton is set to strengthen a key transport connection for travellers, with Port Marlborough signing an interim agreement to advance the next phase of work.
The Interim Development Agreement with Ferry Holdings enables transition works to begin, while establishing the commercial and governance framework needed ahead of a final investment decision expected in June.
Strengthening a key visitor gateway
The Waitohi Picton ferry terminal plays a central role in connecting the North and South Islands, supporting both freight and visitor movements.
Upgrades to the port are expected to improve the reliability and resilience of ferry services — a critical link for domestic tourism and self-drive itineraries.
Port Marlborough chief executive Rhys Welbourn says the agreement is designed to keep the project moving while allowing for further consultation.
“This agreement doesn’t make the final decisions – it enables the next ones,” Rhys says.
Staged approach to delivery
The agreement allows work on a transition berth to proceed, alongside community consultation and shareholder engagement ahead of any final commitment to full construction.
Ferry Holdings chair Chris Mackenzie says the staged approach ensures decisions are made with appropriate oversight.
“It allows essential transition works to move ahead while putting in place the framework needed to support informed decision-making,” Chris says.
Tourism and regional impact
Improved ferry infrastructure is expected to support visitor flows between islands, particularly for travellers undertaking multi-region itineraries.
The project is also positioned to support Marlborough’s wider economy by enabling more efficient movement of people and goods.
Looking ahead
Subject to consultation and shareholder approval, the project will move into its main construction phase later this year.
Officials say the redevelopment will help ensure Waitohi Picton remains a key part of New Zealand’s transport and tourism network over the long term.
