Plans for a new lakefront hotel in Rotorua have taken a significant step forward, with Pukeroa Lakefront Holdings Limited (Pukeroa) signing a Memorandum of Understanding with New Zealand developer Templeton Group.
The proposed hotel would be built on Pukeroa-owned land on the shores of Lake Rotorua and is intended to complement the adjacent Wai Ariki Hot Springs and Spa development.
Lakefront vision
Pukeroa chair David Tapsell says a flagship hotel has long been part of the organisation’s plans for the lakefront precinct.
“A flagship hotel has always been central to our plans for this area, particularly as part of a premium tourism and wellness precinct on the shores of Lake Rotorua.
“With Wai Ariki Hot Springs and Spa right next door, the opportunity to complement its renowned luxury wellness offering with stunning accommodation is a natural next step.”
David says the development would help strengthen Rotorua’s position as a destination for high-value domestic and international visitors.
Feasibility phase begins
The MoU signals the start of a detailed feasibility and master planning process.
Over the coming months, Pukeroa and Templeton Group will refine the hotel concept, assess its commercial viability and determine the most appropriate operating model.
Subject to the outcome of that work, decisions will then be made on the project’s capital structure, delivery approach and hotel operator.

Templeton Group founder and chair Nigel McKenna says the company is excited by the opportunity.

Nigel says visitors are increasingly looking for experiences that are closely connected to place and culture.
“They want immersive, meaningful experiences rooted in place and culture. This development has the potential to deliver exactly that, and we are fully committed to working alongside Pukeroa to bring that vision to life.”
Economic benefits
David says Rotorua has experienced a longstanding need for additional high-quality accommodation as demand for premium tourism experiences grows.
“Rotorua has been calling out for high-quality accommodation for many years, particularly as the city continues to attract more premium visitors seeking a unique cultural and wellness experience.
“This development is an opportunity to meet that demand with a hotel that is distinctly Rotorua, reflecting the lakeside location, our Ngāti Whakaue cultural narrative, and the broader vision for this precinct.”
The project is expected to create construction jobs during the development phase and support ongoing employment opportunities across hospitality, operations, maintenance and management once completed.

David says Pukeroa remains focused on ensuring the development reflects the values and aspirations of Ngāti Whakaue and its owners.
